Salient Features of Implementation of 

Rajiv Gandhi Gramin Vidyutikaran Yojna (RGGVY)

in Chhattisgarh State

 

1.                     District-wise DPRs have been prepared and submitted for sanction on the basis of old 16 districts which covers the area of all the 18 districts of Chhattisgarh.

2.                     All the 16 districts allocated to CPSUs as follows:

 

                                                  i.            07 Districts namely Kawardha, Durg, Raipur, Mahasamund, Dhamtari, Kanker and Rajnandgaon to NHPC, Agreement date- 30.06.05

                                                ii.            05 Districts namely Janjgir-Champa, Bilaspur, Korba, Raigarh and Jashpur Nagar to NESCL, Agreement date- 08.08.05 &

                                              iii.            04 Districts namely Surguja, Koria, Dantewada and Bastar to PGCIL, Agreement date- 16.11.05.

3.                     Till date REC has accorded sanction for 14 District projects viz. Kawardha, Durg & Janjgir-Champa under 10^th plan and remaining 11 projects under 11^th plan namely Korba, Bilaspur, Dhamtari, Kanker, Mahasamund, Raipur, Rajnandgaon, Raigarh, Surguja, Dantewada & Bastar.

4.                     The DPRs for balance 02 district projects having tribal population viz. Koria and Jashpur have already been submitted in Sept’07 but sanction is still awaited from REC Ltd. for which continuous persuasion is being made. These districts are Left Wing Extremist (LWE) affected area.

5.                     90% amount has been released for RGGVY works for district Kawardha and Durg by REC but NHPC has completed less than 30% of the physical target. The execution works in both the districts are held-up for want of sanction of Revised Cost Estimate which is pending with REC Ltd.

6.                     Out of 11 sanctioned projects under 11^th plan awards for 08 projects have been issued. Awards for Surguja, Dantewada & Bastar projects are yet to be issued by PGCIL. 

7.                      Works related to 04 districts entrusted to NESCL i.e. Janjgir-Champa, Bilaspur, Korba, & Raigarh require revision to include electrification of habitations having population less than 300 & above 100 and infrastructure required for APL as well as materials for balance BPL as per present list circulated by respective District Collector.
