STATE POWER GENERATION COMPANY LIMITED, RAIPUR
In compliance with the provisions under section 62 of the Electricity Act, 2003 and various provisions under the Chhattisgarh State Electricity Regulatory Commission’s Details to be furnished by Licensee etc Regulations, 2004, and Terms and Conditions for determination of Tariff Regulation, 2006, Chhattisgarh State Power Generation Company Limited has filed the Annual Revenue Requirement for the year 2008-09 and 2009-10 before the Hon’ble Commission. The Annual Revenue Requirement of CSPGCL for the year 2008 -09 is estimated to be Rs. 1931.08 Cr and for 2009-10 is estimated to be Rs. 2019.42 Cr. To enable it to generate this revenue, CSPGCL has proposed an increase in its generation tariff before the Hon’ble Commission as is given below:

In compliance with the provisions under section 62 and 86 (1) (a) of the Electricity Act, 2003 and various provisions under the Chhattisgarh State Electricity Regulatory Commission’s Details to be furnished by Licensee etc. Regulations, 2004 and Terms and Conditions for determination of Tariff Regulations, 2006, Chhattisgarh State Power Transmission Company Limited has filed the Annual Revenue Requirement for the year 2008-09 and 2009-10 before the Hon’ble Commission. The Annual Revenue Requirement of CSPTCL for the year 2008-09 is estimated to be Rs. 236.25 and for 2009-10 is estimated to be Rs. 285.34 Cr. To help it meet its revenue requirements, CSPTCL has proposed a hike in the charges levied on open access consumers. The charges proposed to be levied for consideration of the Hon’ble Commission are given below:

In compliance with the provisions under section 45, 62 and 86 (1) (a) of the Electricity Act, 2003 and various provisions under the Chhattisgarh State Electricity Regulatory Commission’s Details to be furnished by Licensee etc. Regulations, 2004 and Terms and Conditions for determination of Tariff Regulations, 2006, Chhattisgarh State Power Distribution Company Limited has filed the Annual Revenue Requirement for the years 2008-09 and 2009-10 before the Hon’ble Commission. The Annual Revenue Requirement of CSPDCL for the year 2008-09 is estimated to be Rs 4480.94 Cr and for 2009-10 is estimated to be Rs. 4459.79 Cr while the expected revenue with the existing tariff for 2009-10 is around Rs. 3635.09 Cr, leaving a deficit of Rs. 824.70 Cr. To bridge this gap of revenue, CSPDCL has proposed a hike in its tariff. The tariff proposal for consideration of the Hon’ble Commission is tabulated below:

Other Salient
features of the tariff proposal are:
Ø CSPDCL proposes to have only three sub categories under the LV-1 domestic light and fan from the existing four sub categories, as
· 0 to 500 units
· 0 to 1000 units
· 0 to Above 1000 units
Ø In case of consumers opting for Demand based LT tariff, CSPDCL proposes that, this category would be applicable only for consumers whose maximum connected load is upto 100 HP or 75 kW, all connection above this criteria shall be required to avail supply under HT category
Ø CSPDCL proposes to shift two types of consumers viz. Poultry and Fisheries from the existing Agriculture Allied services to LT Agriculture metered category
Ø CSPDCL proposes to introduce a provision for connection to be provided at 400 kV under Start-up power
Ø CSPDCL proposes that surcharge for LT and HT category of consumers should be similar in nature
Ø CSPDCL proposes that at present the penal provision on excess demand is 1.5 in practice, it is proposed to increase it to 2 times (twice), similar to the provision made in the Supply Code regarding violations in Terms of Section-126 sub section (6) of The Electricity Act 2003.
Ø TOD tariff on peak tariff was introduced by the Hon’ble Commission in Tariff Order for FY 2007-08. The current ToD regime has three time periods vis., Normal period, Evening Peak load period and Off-peak load period, CSPDCL proposes to change this to two time periods, namely, Normal period and Peak period

Copies of the main tariff petition in English and summary in Hindi are available at Chhattisgarh State Electricity Regulatory Commission’s office and company’s head office in Dangania, Raipur, Regional Offcies at Bilaspur, Jagdalpur, Rajnandgaon and Ambikapur, all circle offices and the Chief Engineer (Commercial) office at Dangania, Raipur, which can be purchased on any working day on a payment of Rs 300/- for English version and Rs 50/- for Hindi abridged version. Copy of this petition may also be obtained by post on payment of additional charge of Rs 25/-. Copy of this petition is also available on website www.cseb.gov.in . Persons intending to file objections / suggestions relating to the tariff proposals may send these with copies of documents and evidence in support thereof directly to Chief Engineer (Commercial), CSPDCL and to Secretary, Chhattisgarh State Electricity Regulatory Commission, Civil Lines, GE Road, Raipur in triplicate within 21 days of the date of publication of this notice. Advance copies of objections / comments may also be sent through fax to Chief Engineer (Commercial) at 0771 - 2574442 and to CSERC at fax no 0771 - 4073553. The Commission may hear the persons filing the objections/ comments for which place, date and time of hearing shall be notified separately through newspapers.
